2025 Animal Friendly NYC Bills Signed Into Law!

Great News! Legislation to prohibit pet stores in New York City from selling guinea pigs was signed into law!

More Great News! Legislation which states that animals shall not be sold or held for sale in a dwelling in which a person lives or at any location that is not licensed for this purpose is now NYC law!

The aim of this law is to eliminate “backyard breeding” where people, not experienced in animal care, breed animals solely for profit. “Backyard breeders” contribute to the overpopulation of dogs and cats. There have also been many instances reported where animals offered for sale by “backyard breeders” were kept in overcrowded and unsanitary conditions. This legislation complements a law that took effect at the end of 2024 which bans the sale of dogs, cats, and rabbits from pet stores in New York State.
