A. 4283/S.1130: This new law will prohibit retail pet shops from selling dogs, cats, and rabbits but will allow retail pet shops to collaborate with credentialed humane organizations to showcase dogs, cats, and rabbits for adoption.
Companion animals at puppy/kitten mills are forced to endure their lives as breeding “machines.” There is substantial documented evidence that animals at these mills live in deplorable conditions, with a lack of socialization, exercise, and veterinary care. The laws and regulations governing the care of animals at these mills provide only minimal standards and even those standards are inadequately enforced.

A. 5653-B/S. 4839-B: This new law will significantly limit the manufacture and sale of cosmetics that have been tested on animals.
Cosmetics testing on animals is cruel and unnecessary. Many companies, large and small, are already creating cosmetics without animal testing and have publicly announced their support for legislation to end cosmetics testing on animals. Alternative, reliable, cost-effective, and humane testing methods are now available. Several states have already passed laws to ban the sale of cosmetics that were tested on animals.
These bills were sponsored by Assemblymember Linda Rosenthal and Senator Alessandra Biaggi.
